I think that what you should do is use "Save for Web and Devices" instead of just "Save As", and there you can really get the size down.

BTW, did you make your current avatar?

You don't need flash... Photoshop can do it. Also, so can ImageReady, if you've still got that. You can download a 30-day trial of CS4 off of Adobe's website and it's got full capabilities.

On another note... don't steal other's avatars. It's against the rules.
